Susan Weil - Executive Vice President (Partner):
BACKGROUND:
As a principal of Lamont Financial Services Corporation, Ms. Susan Weil is a seasoned professional whose background includes experience as a financial advisor, as well as a bond and tax counsel to major issuers. She serves as liaison with counsel on all major tax issues and has been at the forefront of the development of disclosure documents under evolving industry standards; particularly in the case of highly structured pooled financings with multiple obligors.
As a principal of the Firm since 1989, Ms. Weil has worked with the State of Connecticut regarding the Special Tax Obligation, Clean Water Fund, and Unemployment Compensation bond programs, Commonwealth of Massachusetts Water Pollution Abatement Trust, Colorado Water Resources Authority, State of Wisconsin; and the State of Missouri Environmental Improvement and Energy Resources Authority (EIERA).
Since 1995, Ms. Weil has directed much of the Firm’s West and Midwest operations including: supervising advisory efforts with the California State Public Works Board, the California Council of Urban Water Agencies, and the California Infrastructure and Economic Development Bank (CIEDB). She is presently the lead advisor for the CIEDB in connection with leveraging its SRF program, one of the largest in the nation, and was integrally involved simultaneously in the conversion of the SRF program for the State of Illinois from a direct loan to a leveraged loan program. Both of these assignments contemplated many complex tax issues.
Ms. Weil is the lead advisor for the State of Iowa, which recently completed a complex restructuring of all of its SRF debt, and has been the lead advisor for the EIERA for the Missouri SRF program since 1990. In that role, she has assisted with the development of complex financing mechanisms, which have benefited small and large municipalities in the State and developed a unique financing structure for the benefit of the Metropolitan St. Louis Sewer District. She has also been integrally involved in the development and implementation of an innovative Energy Efficiency Leveraged Loan Program in Missouri, the first of its kind in the nation.
Susan’s prior experience in the bond insurance industry has also played an important role in development of program structure and credit development. She has assisted in achieving ratings for new programs and credits, and has worked with clients and the rating agencies to provide significant upgrades to existing programs. In addition, she has worked closely with bond counsel to develop several strategies for the maximization of allowable earnings, which has resulted in additional non-rebatable earnings of several million dollars.
Ms. Weil has served as Vice President and Assistant General Counsel to FGIC and Secretary and Assistant Counsel to Municipal Assistance Corporation for the City of New York where she was instrumental in the design and implementation of a $1 billion debt restructuring program.
EDUCATION:
Ms. Weil has a Bachelor of Science degree from Cornell University, a J.D. from Boston College Law School and a LL.M. in Taxation from the New York University School of Law.
