Since its founding in 1987, Lamont Financial Services Corporation has completed financial advisory assignments on over 1,200 series of bonds totaling over $194 billion in par amount. Robert Lamb, President
Renee Boicourt, Managing Director
Mr. Lamb founded Lamont Financial Services Corporation in 1987. Lamb’s expertise lies in developing new financial products for clients by reconciling a variety of competing program, financial and administrative policy goals. Mr. Lamb is also in charge of the Firm’s derivative practice. Mr. Lamb has been involved in tax-backed and revenue bond financings totaling approximately $200 billion, largely for infrastructure projects, clean energy, water/sewer, transportation, state revolving funds, governmental operations, housing, higher education and healthcare.
Mr. Lamb recently served on the MSRB Board of Directors as a municipal advisor representative from 2010 - 2013. He has worked with states, state agencies and municipalities to orchestrate taxable and tax exempt public and private offerings within a wide spectrum of ratings, credits, structures and applications
Mr. Lamb is licensed as a Series 50 Municipal Advisor Representative and Series 54 Municipal Advisor Principal and served on the Board of Directors of the Municipal Securities Rulemaking Board from 2010 - 2013. Mr. Lamb holds a BA and a MA from the State University of New York-Albany.
Ms. Boicourt is a seasoned public finance professional with over 30 years of experience. She has assisted states, state agencies and municipalities with taxable and tax exempt public and private offerings along with a wide spectrum of credits and structures.
Renee provides transactional and strategic advice on numerous assignments and is a frequent speaker before industry conferences and seminars. Renee has testified before Congress and state legislatures regarding public finance issues. Prior to joining Lamont, Renee served as Managing Director for High Profile Ratings at Moody’s Investors Service, where she managed ratings for the fifty states, the U.S. territories, the largest cities, as well as airports, surface transportation, and utility issuers. Ms. Boicourt also worked for seven years with the City of New York, where she was responsible for tax revenue forecasting and tax policy, first with the city’s Department of Finance, and later with the Mayor’s Office of Management and Budget.
Ms. Boicourt has a B.A. in Economics and a Masters in Public Policy, both from the University of California at Berkeley. Ms. Boicourt is a Series 50 Municipal Advisor Representative
Christina Alessi, Director of Administration
As Director of Administrative Services, Ms Alessi-Tarin works directly with the President and Managing Director to maximize efficiency in firm processes and procedures. Ms. Alessi-Tarin manages the firm's financial operations and human resource requirements, maintaining firm registrations, and coordination of the firm's strategic plan. Christina leads Lamont's compliance initiative by keeping compliance policies and procedures up to date with SEC and MSRB requirements. Additionally, she facilitates contract execution and invoicing for services performed and ensures that daily operations run smoothly.
Ms. Alessi-Tarin holds a BA in Psychology from Montclair State University in New Jersey and a Master Certificate in Government Contract Management from Villanova University.
Julian Quintanilla, Asst Vice President
Mr. Quintanilla has been with Lamont since 2016. He has experience as a financial advisor and investment banker providing quantitative support to municipal issuers, and has been responsible for research, bond issuance structuring, and debt profile analysis for a diverse set of issuers.
Before becoming a financial advisor, Mr. Quintanilla worked as a research associate in the housing enterprise group at Standard & Poor's, where he was responsible for covering federal and state housing policy and regulatory changes and their potential impact on the housing market in general and affordable housing in particular.
Mr. Quintanilla earned a Master of Public Administration degree from New York University and his Bachelor of Arts Degree in Economics and Classical Studies from the University of Chicago. Mr. Quintanilla is a registered Series 50 Municipal Advisor.
Ching Yin, Vice President
Ms. Yin joined the Lamont team in 1998, and has utilized her extensive quantitative background on a substantial number of complex assignments. Ms. Yin has developed computer models for bond structuring, cash flow projections and default tolerance to provide Lamont's clients with a variety of options related to debt issuance structures and the corresponding effects on long-term capital and funding capacity. Her analyses have been an integral part of rating agency presentations and the policy decision-making process. She also assists in the review of legal documents, the performance of financial projections and the creation of rating agency and investor presentations. Ms. Yin also maintains databases of loan pools for several clients in excess of $3 billion.
Ms. Yin holds a Bachelor of Economics in Public Finance from Southwestern University of Finance and Economics (China) and an MBA in Finance from Baruch College, the City University of New York. Ms. Yin holds the designation of Chartered Financial Analyst (CFA) through the CFA Institute. Ms. Yin is a registered Series 50 Municipal Advisor Representative.
Heather Lamb, Asst. Vice President
Heather Lamb joined the Lamont team in 2014. Trained in the analytic software used for financial planning, Ms. Lamb has assisted with many of Lamont’s clients, working on a variety of projects that include developing interactive models, project feasibility analyses and rating agency presentations.
Ms Lamb holds a BA from Ohio Wesleyan University and is a registered Series 50 Municipal Advisor.
